Absence of 20-game winners: emerging trend or statistical anomaly?

Interesting, yet, commonsensical, because of the 5-game/man rotation system & pitch count limits in today's game. Young guns like Carlos Zambrano & Johan Santana got the rubber arms to pitch over 240+ inn a season and that give them better shots at winning 20. Winning 20 games is like climbing the Everest. If someone can do it, they are looked upon as some greats in our lifetime now. Is that why Bartolon won the Cy Young without contest last season with 21 wins?!
